Accordingly, on the first day at Musaf, we stop saying, “He makes the wind blow and the rain fall” in the second paragraph of the Amida, and substitute, “who causes the dew to fall.” We also mark this transition with a special liturgical poem (piyut) that constitutes the Prayer for Dew."
